Some countries have National Focus Tree Paths that do not let them create Factions! Which is totally annoying! This mod makes it possible for any nation to Create Factions now! (Fuer Deutsche Beschreibung bitte weiter unten schauen!)
This simple Mod adds a new Decision to allow the Creation of Factions for any Nation! Compatible with Save-Games & most other Mods! (not Kaiserreich) Ai won't use it!
